Don't see why you can't send it as oversize lettermail.in Canada and oversize letter post to The USA and International.

There is no Paypal shipping label printable online for LetterMail. 

However, the post office will sell you these really pretty preprinted labels that can be used for mailing. They come in various denominations and can be either water activated or peel and stick. 

Ask at the PO counter for "stamps".
