You can't.
Non payers should get unpaid item strikes and be added to block bidders lists. Period.

The eBay/Paypal Buyer Protection period expires 45 days after purchase.
However, you can still go to the credit card you really used to pay (PP is just a mediator), phone the 1-800 customer service number and ask about a chargeback.
Have all your transaction information, dates, payments, etc, handy for the clerk to refund you.
You have 60 days to leave feedback. The most effective feedback is calm and factual.
At the same time you can leave Detailed Seller Ratings. The rating for a normal friendly transaction is Five Stars. The lowest rating is ONE star. No stars is a free pass.
If a seller's DSRs drop below 4.3, his ability to list and sell on eBay are severely restricted.
