At the top or bottom of this page click on "Help & Contact". 

Choose the "Contact eBay" tab.

Go to "Buying" and choose something (eg - you can't pay for an item).  On the right, you will see options to call eBay or to have eBay call you.  Not all choices have these options, so keep trying.
