Usually when a seller suddenly becomes Not A Registered User (NARU) he has been removed for bad behaviour.
Like not sending the products he took payment for.
If you want your money back, it is too late for eBay or Paypal to help you. You only have 45 days to file a dispute.
Since he is NARU, you can't do anything about feedback either.
If you backed your PP payment with a credit card, call the customer service number, probably on the back of the card, and ask for a chargeback. Have all your transaction numbers, dates, etc handy for the clerk to process a refund.
In future, keep an eye on the calendar. If an item has been in the post for more than 20 days, contact the seller and ask for date of shipping, service used, and Delivery Confirmation number. (Don't worry too much about the last, it puts the seller on edge, but is basically meaningless for you.)
If you don't get a helpful answer, start a Paypal Dispute to get your money back, BEFORE Day 40 since the auction ended.
Do not accept offers of replacement. They may not arrive in time. Do not close the Dispute until the item has arrived.
