i would like to know how a seller can have a bidder in every item posted going against real bidders as in driving the price up seems odd that a same bidder keeps bidding on items they already won whats with that is there noone keeping tabs on the bidders

You don't say what the items are, - how do you know the person already won? Is there a reason why you feel a person should not want more than one of something?
Lots of people bid mostly with certain sellers. It is not unusual for people to have favourites. You suspect shill bidding, - maybe you're right. But being outbid is not grounds for accusing someone of shilling. Have you seen this link which explains how ebay's automatic bid system works:

Getting outbid in ebay's proxy system is what causes newbies the most grief. It is clearly explained here:

One person alone cannot drive the price up. Only two can do that. If you place a bid which has you in the lead, and later your are outbid, if you continue to play it that way, upping your own bid little bits at a time, it is you who is driving up the price.
I'm not saying shilling doesn't happen. Sure it does, - shilling is rampant on ebay. If, after you have read through the links I just posted, you are sure there is a shiller, then don't bid on it. The best way to protect yourself is to not bid in a dodgy auction.
Sure, there's a report button on every listing and you can report it for suspected shilling. But you'll also click your fingers to the nub before ebay does anything about it. They can't possibly know unless the shiller is daft enough to use another ID registered in her same name and address. And the higher the shill the more fees they make. Not to mention that "investigating" every time a newbie gets outbid would be extremely expensive. So protect yourself.
The best cure for a shiller is no bids at all. Rather than fuming about it, move on and find a more honest seller. Sometimes it is worth spending a little more money to deal with someone honest whom you can trust.

One thing that may mean the person bidding against you is NOT a shiller is that he keeps winning.
The point of shilling is not to win, it is to make someone else win at the highest possible price.
Buyers do have favourite sellers. EBay even encourages buyers to save those favourites. I buy all my envelopes from the same person because he has good prices, fast shipping and pleasant customer service. Why should I shop around?
If you decide to Report a possible offender, all eBay will send you is a polite note. However, they do investigate especially if there are several reports, and from several members. If you want to know what happens with a Reported item, put it on your Watch List and the seller on your Favourite Sellers List. The item or the seller may suddenly disappear.
I guess I should mention that in cases of shilling, it is more likely that the bidder will get booted than the seller. This is because it could be a set up and the seller be totally innocent. Yeah. It could happen.
