The usual reason that one cannot ask a question is that the seller, who does not want to sell to Canada or overseas, has blocked questions from those potential customers.
Cutting off your nose to spite your face, in my opinion, but there it is.
The other reason is that the customer does not notice the part of the list of FAQs that says something like "Did you find your answer here?' Clicking on that will allow a more exact question.
