how to file a complaint on a seller

6 months ago ,bought an item that was defective , after many mails ,returned the item as proposed by seller . dint get reimbursed yet

what can I do ?

No, you can't file with ebay or paypal as you have pssed the

45 day time limit.

Slim chance of getting money back if you paid by credit card

and do a chargeback.

Credit card companies also have time limits.
