I purchased a watch on e bay. The watch did not work. I sent it back to the seller as agreed upon for a total refund. Now that the seller has both my money and my watch he has refused to issue my refund. I need HELP.
If you made your purchase via paypal, I would contact them. If you saved all your messages from the seller, paypal should be able to help. I believe their policy is that you are protected up to $1000. I hope this helps.
