i won an item on auction, seller re listed the same item and denied me. is this aloud?

Hi, I won an item on auction, paid for the item, then was told they don't ship overseas .  The seller is in the US and i am in Canada.  when i stated i was in Canada i was told they don't ship to Canada, and my money was refunded,  then the seller re-listed the same item in ebay.ca   is this aloud ??

Most items are listed on eBay.com and show shipping to USA only.

One of them (a $4.50 item) offers Global Shipping with a shipping charge to Canada:

I suggest you move on and find a more reliable supplier who knows what he is doing.
