It's always seller's responsibility to make sure that what he sends reach you in a safely manner.
Try to negociate refund or partial refund instead of sending him back the item (you may need to send back with tracking to prove that the seller got back the item if he doesn't refund you and that you need to open Paypal dispute)

If it's really junk, he doesn't want it either.
"Free Shipping" is an advertising gimmick, like BOGO or We Pay the Sales Tax. It just means the shipping cost is included in the price of the item.
Which is cheaper :
A $5 item with $10 shipping?
A $10 item with $5 shipping?
A $15 item with Free Shipping?

option 3 is the cheapest from most buyers point of view LOL .......
to answer the question you asked .. As per ebay and paypal it is the buyers responsibility to pay for return shipping BUT Any good seller will do it for you in a broken item case ...
REMEMBER .. The buyer is responsible for getting you your item safely and undamaged but it is about 99% chance it was damage by carrier not seller so when approaching the seller don't be rude and blame them be polite and try to get result that work for both parties ..
IF you get rude and snappy the seller can just say well you pay to ship it back or keep I don't care ....
I personally always have paid return shipping except one time because the buyer was VERY IGNORANT calling me names and telling me a bunch of Fictional facts they made up and the list of negative things they said went on for about 4 message and 10 paragraphs about how I was bad seller and bad person and bad this and that all because the cracked case so I just blocked the buyer and they left a neg and I let them take the loss because I am always willing to bend over backwards to help but I have no patients for ignorance childish banter
