Sometimes, the seller will say "free shipping". Check that this means to Canada. Sometimes the icon sticks even if the seller only ships 'free' to the USA.
'Free' shipping really means the costs of shipping and handling are included in the asking price.
Only US sellers participate in the Global Shipping Program, although there is some thought that it will be expanded to UK sellers. If you are importing from anywhere else, you may have duty to pay.
Items that are free of duty may still be taxable. Shippers may still charge a service fee to brokerage and transit costs. (Canada Post charges $9.95 for this.)
The limit for importing goods into Canada is $20 CDN (about $18 USD at the moment).
Canada Post allows a lot of items that would normally attract duty and tax to pass the border without charge. Private companies like UPS and PitneyBowes /GSP cannot do this.
