is the seller allowed to ask for more money to cover the shipping cost after I've payed already?

I've recieved a email today from the seller saying that the price I've payed for the shipping is incresse and I need to pay him by PayPal the difference.

You pay no more than what is shown in the listing. I'm guessing this has to do with the pie top cutter. The shipping to Canada shown in the listing is very low but that is what the seller put and that is all you are expected to pay .
