You can ask the seller if she is willing to let her customer know that you are interested and give your contact information to her customer.

When auctioneers do this, they get a 'finder's fee' for their trouble.

But the name of the buyer is private.

Actually, even passing on your name would probably not be allowed since it could be interpreted as trying to set up an off-eBay transaction.

So again, no.

In future, consider either bidding immediately with your highest bid, and letting it ride OR set up an automatic last second snipe with a service like e-snipe.
