sold two bumper covers, auction states local pick up only, buyer emailed me and asked if i would ship, i said yes but he must pay for charges and it would be at least $100, come to find out its $300, and he only paid $10 for the items.  I boxed for free and took to the local LTL to ship (to big for UPS) got him a quote and emailed him an invoice.  he said he is only paying $100 or will leave neg feedback.  I offered to cancel the transaction and he said no... I am not shipping these and losing $200.. What do I do? I sent the invoice for $310 and he has not paid.  Can a non paying buyer leave neg feedback?

Hi... it sounds like you got yourself in a BIG PICKLE.

Although sellers can change the TOS (Terms Of Sale) in their listing.

You agreed to ship the item and you quoted a $100 shipping cost.

NOTE: NEVER...NEVER...EVER quote aestimate shipping price.

Can a non paying buyer leave neg feedback?

No is correct provided you open an unpaid item dispute otherwise buyer can leave.

Hello 'dansauto',

"Can a nonpaying buyer leave feedback?"  Hmmm, yes and no, - it depends. 🙂  You say you "offered to cancel the transaction and he said no".  Was this offer made casually through your message exchange, or did you send a Request for Cancellation which he declined?

If you sent a Request for Cancellation, and if he declined it, then he can leave feedback and what's worse, - you cannot then file an Unpaid Item case.

If, however, you merely discussed the possibility and he told you he would not go along, then at this point it is best to not even try for the cancellation.  You can only do one or the other on any transaction, - Cancellation or Unpaid case.

If you file an Unpaid Item dispute (which you can open 4 days after the listing ended) he then has 4 days to respond, and if he does not pay you close it and get your fees back.  Neither of you leaves feedback.  The following link will tell you about that:

There's always a bit of gambling on ebay.  He is gambling that you would rather lose $200 than take a negative, and you will be doing the same.  Once you start the Unpaid process, will he pay to avoid a strike?  You will most certainly get that negative if he does. 

Or you could lose the $200 and he might leave a neg anyway because the plethora of nasty negative people on ebay seems limitless.

What you can do depends on whether or not you have had the rejected Cancellation.  For your sake, I hope not.  Whilst you did suggest "at least $100" in fees that is not the same as a firm $112.75.  The term "at least" clearly denotes a projected increase in cost as well as an uncertainty about the exact amount at the time that you wrote it. 

So how to proceed may depend on how much of a gambler you are.  If it were me, I would roll the dice and go for the Unpaid case.  If he pays, I would absolutely send Delivery Confirmed, and learn to live with the negative.  For 200 bucks?  Oh yeah.

And as I'm sure you're aware, - your pleasant, fact-based reply to his negative will say far more about you than whatever indignant nonsense he leaves in his comment.  All sellers get negatives, - even the best of the best.

However this works out for you, you should place this PITA on your blocked bidder list as soon as possible.
