loophole found. seller sets location other than real. no responsive on returns of defective items.
this is allowing seller to indefinitely post "seller is away" notices and seller is at a different country.
Stop this loophole ASAP

If the seller is shipping from a different location than his home address (and many dropshippers do) he is required to give the actual location of the item. This warns buyers that extended delivery time may be needed and that duty or taxes may be charged on arrival.
However, if you need to return the item, it should be returned to the SELLER not the shipper. You can get the seller's contact information from eBay. Note that he will get yours in return, but basically he already had that.
Did you use Delivery Confirmation? If not Paypal will not help you.
If you backed your PP account with a credit card, you can go to the card's customer service number and ask for a chargeback.

Allow me to clarify.
I had returned a defective item to the specified sellers address along with Return Merchandise Authoriation. Now all my attempts to contact seller result in seller is away notice. Seller is not away but has switched locations and is still selling. Seller is a power seller and that means they can get away with fraud at least 2 times per 100 sells, one serious loophole which I have reported & reported and gotten warned about for reporting it!

I don't understand.
The seller was shipping from say Toronto (or Beijing).
You returned the item to Toronto
The PO cannot deliver because the seller is away and his mail is on hold. You get a message from eBay that the seller is away.
The seller did not put his Store On Vacation and is still selling.
The seller is, however, currently shipping from his vacation home in Muskoka (or Hyderabad).
That is the sort of scenario I can imagine would lead to your problem. Kinda stupid on the part of the seller though, to leave a Store (or site) open for business when he cannot complete new sales , nevermind deal with problems from older ones.
In any case, if you have returned the defective item with Delivery Confirmation, open an Item Not as Described dispute. Include the information about the "Seller is away" in the Dispute.

Who sent you the Return Authorization? Paypal? EBay? the Seller? Canada Post?

Seller gave me proper RMA and address.
Everything checked out.
I sent the item back via proper procedure.
Seller received the item back.
Seller then blocks communication and any chance of me filling a claim because of a loophole in eBay. Seller can set their status to "seller is away" and you can't file a claim. Bad stuff
eBay will not act nor suspend seller nor allow claim.
