who do I contact when the item I purchased was damaged in shipping?
UPAAA000000095986939 this is my global tracking number.
I talked to my seller about it and he confirmed that it was in good working order when it was shipped. it was well packed with fragile on the box. He also had insurance for the item for the shipping.
my item is not in good working order at all. Something inside has broken loose and would be very noticeable by the seller before it was shipped.
I have had 45 years experience with this type of item. I believe the seller is truthful about his statement that it was in working order before shipped. Dropping this item hard in shipping would damage it the way it is damaged.

Is that really a working tracking number? And what carrier is it?
Since the seller insured the item they need to make a claim, you cannot . Make sure you get your refund within 43 days of when you bought the item. If you do not get your refund or replacement by day 43 then open an item not as described claim, do NOT wait. Day 45 is too late and the seller could just walk at that point.
When contacting the seller about this do not open a claim or anything silly that could give him a defect. Use only the following choice when contacting the seller, any of the other choices will instantly give the seller a defect:

If the seller was using the Global Shipping Program, they will reimburse you for the damage while the item was in their hands. You will probably not be asked to return it, nor will the seller, who apparently is innocent of any wrongdoing, be harmed by this dispute.
If the item was not shipped under the GSP, then the seller will be held responsible. If she does not refund you after you have proved that she has the item back, then Paypal will and go after her for the money. There will be other fallout for her.
The seller then goes to her shipper (sub-contractor) who she paid insurance to in case of damage in transit.
In either case go to the link I provided and do tell them if the GSP is involved.
