Did you use a credit card for payment? If so, you can try for a chargeback by calling the 1-800 number on the back of the card. Have all the transaction details (dates, amounts, item number and so on) on hand when you do. There are deadlines for that too, so call now if it is a possibility.
If you did not use a credit card, then you are past the 45 day limit to file a paypal claim. In future, file no later than day 43, - and never let a seller sweet-talk you past that date. They're good at it, - delaying people past day 45 and even day 60. You only have 60 days in which to leave feedback.

I hope you did not lose a lot of money. Almost everyone has this happen to them when they're new, - some sellers will take advantage of that newness, confident that you do not know the system well enough to file the claim by day 43 no matter what. It's a common tale around here.
