You are past the 45 days that eBay and Paypal allowed for a refund on return. The Dispute could have been filed through the Resolution Centre on Day 44 after purchase and that would have extended the process for a few more weeks.
But.
Basically the seller led you on until the deadline passed.
The seller will never refund you.
EBay and Paypal have no contractual agreement to help at this point.
You have also passed the 60 day limit for leaving feedback and Detailed Seller Ratings.
You can leave a Response to any feedback you or the seller previously left, indefinitely. The most effective Responses are calm and factual.
'Returned for refund. No money no response' for example.
You might be able to get a refund from the credit card you really paid with. (Paypal is just a mediator) Phone the 1-800 customer service number on the back of the card and ask the rep about a chargeback.
Cards have longer deadlines but they do have deadlines.
In future, never order anything from Asia that you would not be willing to throw away if it is Not As Described. Trying for a refund is too expensive in time or money.
