If your banking info is in Canada, I'd lean towards Canada.
You can list on most of the eBay sites and as long as you specify shipping for other countries, then people in those other countries will see your listings.

Do look at the fees and shipping options for both .ca and .fr sites
.ca has calculated shipping, but that is only good when shipping from Canada
.com has calculated shipping, but that is only good when shipping from the USA
I suspect eBay should have something similar for .fr

Also, if selling from France be aware of your VAT obligations.
