seller had item for sale , asking price was around 32 dollars + 9 dollars for shipping  ,or best offer. i offered 30 dollars including shipping and he excepted ,now he wants me to pay the 9 dollars for shipping to canada and i said no we agreed on 30 dollars including shipping. i told him to cancel the transaction i will not pay the shipping when he agreed to sell at the price we agreed on.

He can't do that. That is, he can't not charge you shipping.

 

EBay policy is that Offers do not affect shipping.

If you wanted the item for a total of $30, then you have to Offer $21.  With the $9 shipping, the total is $30.

 

Sellers are sometimes surprised by this too. As far as I can see, the reason for the policy is that shipping cost is not really within the seller's control. And the fee goes to the shipper/postal system, not to the seller.

 

If the seller is in a good mood, you may be offered a Mutual Cancellation.
If your communication was in anyway hostile, however, it is more likely that the cancellation will take the form of an Unpaid Item Dispute,which will give you a Strike that will make it harder for you to bid on eBay, since many sellers have automatic Blocks against deadbeat bidders.

i think it's time that the U.S stops advertising on ebay canada and leave ebay canada to canadian sellers

This seller is enrolled in the Global Shipping Program, although the seller may not have had

any idea about that.  It's a terrible system and personally I cannot imagine a single instance where

it would be better than the US postal system, - or even FedEx for that matter.

I am not privy to your email exchange with the seller so I cannot comment on what you

may have agreed on.  Perhaps the seller thought you were an American, whereby shipping

to another state would cost him far less so he may have included it.  (?)

 

More important is that because any item with a value over $20 Canadian is subject to import

charges (you can thank our dear government for that) - items in GSP listings will all have those

fees.  This listing says $9+ for shipping, there are the import charges as well.

That would not be practical for anybody.  If you wish to buy only from Canadian sellers, well,

great, -- let's keep more of our dollars up here where they belong!

But to do that you simply enter your search terms in the Search bar, and from the left side of

the page under Location you choose Canada only.

 

You can't set it up like that all at once.  You have to first enter a Search, which brings up items

from the US and China (no doubt so you'll get distracted and buy from them in spite of your

new-found determination to buy Canadian), and then go to the Left column and find Canada only.
