I see items in Canada listed similar to what I want to sell showing shipping costs much less than what Canada Post quotes for the size of the item. How does this work? I saw one listing, for example, giving a $1 shipping to Canada for an item that could only go as a parcel costing $13. Another offered shipping to US for $8 when Canada Post quoted about $18. Are these people just hoping to sell high and avoid the final value fee on the shipping charge?

They wouldn't be avoiding any fees by doing that as the final value fees are the same on the shipping as they are on the item.
Some do definitely hide part of their shipping in the item price to avoid getting low DSR ratings for shipping charges. Both Canadians and buyers from other countries don't realize how expensive our shipping is and may think that a high charge means we are overcharging. It's all a matter of perception..the shipping has to be paid regardless but sometimes it does work better to minimize the shipping and add to the item price.
