I see some people giving a fixed shipping amount for shippingt. But shipping to New Jersey from New York is less expensive than shipping to California.

Actually, if seller is doing the listing right (meaning the seller does take the time to fill out shipping info on his listing), E-bay should be telling you how much it will cost to ship to you according to your location (if seller used the automatic USPS or Canada Post calculator) or e-bay will tell you how much is the flat fee shipping rate.
If seller did not fill out shipping info, then you have no choice than to contact the seller, but I find that it would be to his loss, for I do not bother with listings without shipping costs.
If you know the exact dimensions and weight of the item, looking at location of the item you can "evaluate" the shipping cost, but remember that seller can add handling fees, so that will throw your evaluation away.
