file a not paid transaction  4 days after sale,then a few more days after that,case will be closed,then you can relist,in total several days only. not 30 days.

Do you mean the buyer is not responding or do you mean the buyer is Not A Registered User?

If the latter, add that information in the Unpaid Item claim. You may get faster closure.
