Start an Item Not As Described claim if less than 45 days have passed. If more than 45 days have passed call the credit card that Paypal processed as payment, and ask about a chargeback.
Retailers don't normally give warranties, unless they have their own repair division, like Sears. Manufacturers warranty their products. Did you get a warranty card? Did you send it in?
