what does it mean registration blocked

I tried to open a case in the resolution centre as I had not received my item and the seller had not responded after 3 attempts. When I clicked on resolution center I got a message registration blocked. What does this mean? I use eBay daily and have no overdue fees and no unresolved issues so I don't understand.

However you could try opening the dispute through the paypal site instead of the eBay site.
