If you don't pay, you could get a UPI (Unpaid Item) dispute against you and if you still don't pay then ebay will issue a strike on your record and too many will block you from sellers that put blocks on buyers from bidding on there item also tooooo many (in a period of time) can get you booted off ebay.
NOTE: NEVER place a bid without a shipping cost quoted.
