I have been trying to contact a seller to return an item that is not working for me and they are not answering me back. I don't want to pass the 14 day return policy, but what happens if they don't answer me back and 14 days goes by? I don't want to be stuck wtih an item that doesn't work for me

To receive a full refund from PP , item is returned to seller with online delivery confirmation , on your dime. Wait PayPal instructions.

The "14 days " is more of a guideline than a hard and fast rule.
If you have told the seller that you want to return the item, you can go ahead and do it. He doesn't get to say no (IF you paid by Paypal).
Use a Delivery Confirmed service. This has been Canada Post's Expedited Mail for shipments within North America.
If he does not refund when the parcel shows the return, you can make a claim for the returned merchandise through Paypal.
HOWEVER
You say "it is not working for me". Do you mean "It is broken" or do you mean "It's exactly as described but I don't like it as much as I thought it would".
The latter is called "buyer remorse" and is not a valid reason for return and refund. If it is as described, list it on eBay (You can ask the original seller nicely if you can use his pictures and description. He might allow this.) Most buyers do eventually use eBay to sell on unwanted items.
