"Responsible"? Neither. For some reason there are buyers who will work themselves into a lather about this. Just as some sellers are equally uptight about it, - they simply will not leave a positive until the buyer has left both a green circle and 5s for DSRs. Major sellers cannot realistically work out who left what and so are more likely to leave it right away, often automatically.
Some buyers believe that after they have paid they are deserving of the 'thank you' indicated by that positive. That's why some sellers have an automatic "Prompt payment, thanks" and little more, - after the buyer pays. New buyers are eager to build up a some feedback, - just like new sellers! - so they are in more of a hurry.
One seller I know of only leaves feedback corresponding that which he receives. When a buyer comments with all the "great item, as described, wonderful seller" stuff, he reciprocates with equally gushing praise. Whereas the buyer who simply left "Fast ship" received only "Prompt pay". To the buyer who left "okay", he responded "alright".:^O
Buyer feedback is not entirely meaningless. Some sellers' outgoing feedback is meaningless, yes, - those are the ones who simply leave some acknowledgement of the transaction. But there are others where we see more personalized remarks and these will be sincere. "One of my best customers", or "Always a true pleasure to deal with", and so on.
That sort of personalization is valuable on a number of levels, - it shows that the seller regards each buyer individually and appreciates - and notices - the good ones. Just as prospective sellers, when viewing who is bidding, will see a remark like "If only all buyers were this good" and notice that her seller has not spoken like that of everyone. When most of his buyers get "Prompt payment, thanks" but one gets "Extremely pleasant to deal with", it is very valuable in saying something about that buyer. And the seller as well, for that matter.
Many buyers (newbies, mostly) have not considered that the best way to guage when they'll get feedback is to look at a seller's outgoing. Some leave it right after payment, some when the item is in the mail, some leave it in batches every few days or even weeks, some immediately after receiving it, some as soon as they notice they've received it, and some rarely if at all.
Whatever your 'style', when you get a nag note you can always sweetly explain that you leave it in batches and that you plan to do a bunch really soon. Or if you are one of the niggardly types you can be equally cheerful when you say that you usually wait to ensure that the buyer is happy with the purchase and that there is nothing more you need to do to assist her with the transaction.
There are always at least 2 ways to handle every situation. Which you choose is up to you. 🙂

This question used to come up a lot back in the day when sellers could leave negative feedback. I think this is the first time in 4 years that I've seen this question.
Back when sellers could leave negs, there was always the same big question; buyers say sellers should it first and sellers said buyers should leave it first. Back then, I was of the buyer leaves it first. Some sellers would leave positive feedback right after payment was received only to be rewarded with a negative from the buyer.
I still think sellers should wait for buyers to leave feedback but as others have said, feedback is voluntary so neither one of you are obligated to leave feedback at all.
Lately I've been seeing a lot of buyers who have never left feedback even after being here for months and sometimes years.
