why am I getting double charged on my credit card for the same item and how to I appeal the charges

I recently bought an item and charged it to my credit card, found out two days later they charged my card an additional 14.40 for the same product without notifying me, last time I checked that was credit card fraud!!! I want to appeal these charges but dont know how or who to talk to !!
