Generally not, although if you're paying in a different currency, you could consider the mark-up on PayPal's exchange rate to be a "fee" of sorts, I suppose, but if you let your VISA issuer do the converting, there'd also be a mark-up on the exchange rate, possibly even more than PayPal's.

As an aside, it's actually a good idea to fund your eBay (and other online) purchases through PayPal because of PayPal's buyer protection schemes.

Then you shouldn’t be looking at additional charges. PayPal is free for buyers to use, just as you shouldn’t be charged fees by a Canadian merchant if you use a credit card to pay them.

If the seller is in Canada but the listing was originally done on the US site in $US there would be a currency exchange fee as the item has to be paid for in the listing currency.  But that would be the case no matter how you paid.

There are no fees "directly" but the exchange rate Paypal uses is several cents over the exact rate as they need to cover extra for any currency changes. If you ever sell, it is wise to just leave some money in your paypal account to avoid any fees as then there are no fees for the buyer (only seller) to accept paypal. If you make very few purchases et then the few extra cents per dollar are not anyting to worry about as banks and other institutions do the same thing.

The laws concerning purchasers and credit card use has changed as of 6 Oct 2022.  So does paypal charge a user, purchaser for using a credit card as of 6 Oct 2022? ---------- This seems like the seller wants a tip for letting you use other than cash......    a notice of usage notice about 20 pages long did run by a week ago.
