Can eBay contact the delivery courier (Intelcom) about a GSP shipment?

Hi, I bought an item that was sent to Intelcom on February 24 (it arrived in my city at this date). It was supposed to be delivered by March 3 (yesterday) at the latest, but the delivery hasn't happened yet - it has just been stuck on "Package received at the delivering warehouse". I'd also like to note that I've gotten plenty of orders from Intelcom over the past week (from Amazon), so it's not like their warehouse burnt down or something. I've also had GSP orders delivered by Intelcom in the past - they're usually a little slow but not this bad.

 

In case you're not familiar with Intelcom: it's impossible for buyers to get in contact with them (they don't reply to emails, don't have a working live chat, and phoning is usually a waste of time - after waiting on hold for 2 hours, they'll just tell you it'll be delivered tomorrow, when it won't). They also don't have a physical location you can go to.

 

I got a pretty good deal, so I don't really want a refund: I'd just like to have the item I purchased. Nobody is selling a similar item at a similar price point.

 

Here are my questions:

 

1. How long should I wait before opening an "Item not recieved"? I was planning to wait a week, but should I give it some more time? Or should I just open it right now?

 

2. When I do open an INR,  can ebay offer to contact the courier to get them to deliver it, or will their only option be a refund? My thinking is that ebay might have a better communication channel with intelcom than what buyers have.

 

3. If all ebay offers is a refund, and they refund me, but the item arrives a week later, will ebay want their money back? It's my understanding that ebay is paying for the refund (as opposed to the seller, since understandably it's not the seller's fault ebay went with a **bleep**py courier), but this isn't just a $50 novelty - it's a $2500 computer. The day I get a refund I'll have to buy a replacement. I don't want to have to unexpectedly pay ebay my refund money back in a week or two after thinking my parcel was lost (because then I'd be spending double what I wanted to spend in the first place: $2.5k on the original item I thought was lost and probably $3k on a replacement).

1. It's up to you but I would wait a week.

2. I don't think that ebay has any contact with the carrier services that Pitney Bowes uses for the gsp so I doubt that they could or would contact them for you.  I've actually never heard of ebay or Pitney Bowest 'look' for a package that went missing. A refund is usually the only option.

3.  Normally with the any money back guarantee refund the buyer isn't obligated by ebay to pay after they have been refunded or to send the item back.  I don't think that this situation would be any different although I don't like to give absolutes.  

 

The gsp doesn't normally want any items returned even if the buyer receives it after being refunded.  But I hope that most people would feel obligated to return the money or the item if the seller was the one who was out the money.

I second that. I had a parcel that was "delivered" on April 5 2022 and apparently Intelcom just left the item outside the building I live in. And of course it was stolen. Trying to get a refund now...
