To make a along story short. Received $10.00 off coupon from Ebay. Purchased item on ebay but could not redeem coupon. Realized I purchased under my buying account when the coupon applied to my selling account. Cancelled the order within 15 minutes. Did not pay and sent the seller a message asking to cancel transaction and I would reorder under the different account so I could use the coupon. No response from seller after 3 days. Purchased item shows as pending cancellation. I select item details and item shows as not existing. Suspect I have been blocked, or as usual another bug in their software. Will I receive a Unpaid Item strike. Just received a reminder from Ebay to pay. I thought Ebay put a policy where you could cancel a order within 60 minutes or something like that without penalty. Any advice moving forward.

You can send a cancellation ‘request’ within an hour but it is still up to the seller if they are willing to cancel. I think that it’s silly for the seller not to agree to an cancellation in that situation but if they do open an unpaid item dispute and you get a strike, you could call eBay and ask if they would remove it.

Yes, kind of disappointing that I haven't heard from the seller, honest mistake and I do want to buy the item. I wanted to take advantage of the coupon.

I had a seller who "topped up" the agreed shipping with an extra fee never mentioned on sending invoice. When I asked, he said oh if the customs don't charge you I'm entitled to profit a little bit more. That instantly set me off. He refused to cancel orders and went personal, so I just called eBay customer service. They were quick and did their job, where they actually found that the seller had other reports before. They also promised me (I have 50% trust in that, but I can call them again right) that I would not have strike, and they would contact the seller.
Be sure to be polite in your communication, and communicate via eBay. Customer support can see your exchanged messages.

It worked out and the seller cancelled the order, Now his listings have a On vacation notification so perhaps they were just on holidays.

The listing now says "The seller is on vacation. You won't be able to purchase this item until the seller returns."
I added to cart and went to checkout and started the payment process but didn't wnat to go further as I want to use the coupon. Can the seller actually not accept payment from the Ebay checkout process?. i did not think this was possible on Ebay. I want to pay now to use a coupon that expires shortly. If not I don't wnat to go further in the checkout prcess in the event it does block payments and then I am stuck again wanting to cancel the order.
Perhaps the seller just posted that to discourage buyers to just wait until they are back from vacation.

Is anyone aware of a simple procedure to cancel an unpaid sale and change it to mutually have agreed to cancel this order? Correcting anything seems to be a difficult procedure in most situations.

I don't think you can unless the buyer requests the cancellation and then the seller agrees. I got burned by a buyer who purchased but did not pay so I just cancelled the order as I did not want to deal with them, and received a strike. Kind of damned if you do and damned if you don't. I did not want to force them to pay by filing a Unpaid Item as they would cause hassles down the road.

The buyer can cancel a purchase within an hour of ordering, I believe, after that she has to ask the Seller to cancel.
The Seller can cancel 'at buyer's request' without getting a Defect, but any other reason puts the Defect on the Seller's account.
With a cancellation the buyer can leave feedback.
With an Unpaid Item Dispute, the buyer can only leave feedback if she pays and completes the transaction. If she doesn't pay, no feedback.
And just to keep it clear, feedback is public relations. It is useful to buyers to see what previous customers have experienced and to sellers who have time to vet their customers.
In both cases, FB Left for Others is the most meaningful.

If an unpaid item claim has been opened, it isn’t possible to change it to a cancellation.

If the listings are 'hidden' as part of their Vacation Mode you might be able to find one through previous Purchase History but you won't be able to buy it. (If I recall correctly.)

No, at least not in my case as the starting thread points out. I ordered by mistake and cancelled within 10 minutes or so, but the cancellation still required the seller to accept.

That's pretty much the conclusion I was coming to. The buyer was local and decided after the fact it wasn't worth his time to come across town. So unpaying got opened. End of story. I think eBay needs to order some undo buttons for certain situations.

I think the message about not being able to pay is a Ebay message that must show when a owner of a store puts it in vacation ode. If I go to the sellers storefront it simply says that items shipped will occur after a certain date. So I am pretty sure I can pay for it and use the coupon.

I'm not sure about that. I never 'hide' my listings when I go into Vacation Mode, I simply extend the handling time. People buy from me always while I'm on vacation and there's no warning about payment, just that I won't be shipping until after a certain date.
There's only one way to find out for sure....

I forgot, the Seller can also cancel for "Problem with Address" , which covers everything from fake addresses to addresses in countries the seller doesn't want to ship to.

Not really.
But basically, if the basis of any contract is "a willing buyer and a willing seller" then a seller who will not ship is not a willing seller and a buyer who will not pay is not a willing buyer, so it all becomes moot.
EBay is not likely to send Moose and Big Louie around to a member's house to remind them gently of their contractual obligations.
It's bloody frustrating though.
I'm a little more annoyed by sellers who do this, because it hurts all eBay sellers when any seller does not follow through.
With deadbeat buyers, the UID Strike will put them on many if not most seller's Blocked Bidder List and we don't even see their attempted bids.
