Chitchats charging existing customers higher rates than new sign-ups?

Any sellers here shipping with Chitchats? I was just browsing through their website and found out that existing customers are being charged with higher rates than people signing up now. 

That is absolutely ridiculous and they are being so sneaky about it. 

Please let me know of alternate solutions for Canada shipping.

That sounds like the usual gimmick that many businesses use to get new customers to try their service: introductory discounts.
