I do not understand these sellers who say that if you win up to 3 items you pay only one shipping charge. When I won 2 items I saw 2 separate shipping charges for a total of $7.00 and decided to write to seller, (twice) and still have not received any replies to my emails, what should I do now?

This looks like lettermail.
Buy one and the cost of lettermail, or equivalent would be $3.50.
This cost is based on the weight of one item in a parcel.
Buy two items and now the weight of the items being shipped has doubled and this puts the cost of shipping into a higher category for the cost of postage .
Less than 200 grams and the cost of postage would be about $3.50.
Now two items would weigh more than 200 grams but less than 500 Grams, and the cost postage is higher because the higher weight

We offer combined shipment. Up to 3 items the costs stay the same ($3.50). Then with every 3 items more the costs are $ 1.00 extra.
He definitely does not say one item cost so much because of weight and 2 items cost more, then what he says in his shipping is not true by your specifications.

IMO you are being gouged, and stuck with the arrangement.
Sellers cannot leave negative feedback, only buyers are entitled.

When did you make the purchase?
Today is Sunday,
Some sellers do not work on weekends. If you purchased after 5pm (in his timezone) he may not reply until Monday.
This is poor customer service, but some sellers do this as a hobby.
Is the seller in Canada?
The discounted combined shipping for multiple purchases may only apply to his domestic sales.
Look again at the shipping tab.
Anything on the shipping tab overrides words in Titles or Descriptions.
US sellers are particularly bad about this, perhaps because they never expect any non-US sales.
Is this a Global Shipping Program purchase?
Sellers cannot combine shipping when they are using the GSP.
Another failure of a poorly designed Seller Protection policy.

EBay automatically sends an invoice if the seller ships to your location. Did you receive one from eBay?

EBay does send reminders about unpaid purchases. They are just that, reminders.
The seller cannot open an Unpaid Item Dispute for 96 hours from purchase unless he is in the USA.
Again, are you sure he ships to Canada?
If you received a UID notice within 48 hours but he is otherwise uncommunicative, he is in the US and he is using an automatic UID program.
You have 96hours from the time you received the notice to pay for your purchases .
Use eBay Messages to send another request for adjustment to the seller.
Do NOT mention feedback.

The short-winded version is relax, and wait for the seller to submit an invoice.
If the seller hasn't set up combined shipping correctly, eBay will not send an invoice.
You have 8 days to pay for your purchases before DEFCON 1.
eBay will notify you 4 days after the purchase, if the seller has initiated any reparations.

Regarding the issue with Sellers AND Buyers responding to messages/requests for revised invoices, this seems to be either an ongoing problem or a glitch that no one seems to be working on or acknowledging. I've sent follow up messages to buyers to confirm if someone has been received when a tracked service was not used on many occasions recently. Normal experience is ZERO response. Either buyers are not receiving their messages or just seller can't be bothered. Sadly there is no way to confirm one way or the other. It only takes seconds to send a response or a follow-up email but if they never arrive its very difficult to respond. All this is the neverending attempts by the powers that be to make direct contact between buyers and sellers more difficult. Only my 2 cents on the subject but it's become a major frustration. Same goes for trying to email sellers(Usually in the USA) and the same success rate with getting a response. If I receive a message from either a buyer or a seller, I ALWAYS acknowledge appropriately.

The percentage that concerns me most is the parties that are NOT receiving emails due to some setting in eBay that stops this from happening. I find out about these hidden defaults on a regular basis that I had no idea even existed. Default settings are not really a value-added feature when they cause problems?

What hidden defaults are you referring to that affect member to member messages? As far a I know, I've never had a problem receiving a message from a potential buyer.

There are settings as to the mail one does or does not receive under Communication Preferences.
