eBay only allows 60 days to give feedback on an item - yet they expect you to wait 90 or more days for items from China. That means, if you have a seller who is not honest - you have to wait beyond the time limit to claim refund through Resolution Centre. It also makes it difficult to leave Negative Feedback in these instances.
I have found some Chinese Sellers to be very good and honest. Others not so much. Some give you bull**bleep** (template) messages (ex ... getting married this week but will get back to you next week) ... others ignore or delay their responses to you.
Not sure how you contact eBay with this problem but they need to correct it. Not holding the dishonest ones accountable ...

Feedback is irrelevant.
EBay does not use it to assess seller accounts.
Personally I'd be happy if eBay dropped it entirely.
What the buyer needs is the Resolution Centre at the bottom of this page.
An Item Not Received dispute can be filed for 30 days after the last estimated delivery date eBay gave.
Sellers who do not refund for undelivered items get Defects and "too many" Defects lead to higher fees, restrictions on the number and value of listings, and eventually closure of the selling account.
Feedback is complaining to your neighbour. Disputes are complaining to the police.

If the item hasn't arrived by the 59th day you can leave feedback stating that it hasn't arrived yet and if it doesn't arrive after that, you can file an item not as described claim.
edit...I just noticed that you have already done that for at least one seller.
I do think that sometimes buyers have to pay more attention to the sellers feedback before they pay. I realize that 98.2% may sound like good feedback in the real world but on eBay, I probably wouldn't buy from anyone who had less than 99.6% unless they were a new seller and only had a few feedback and then got one bad one.
