How do I contact ebay.

I ordered an outfit and received it but was to horribly made I had return it.  The seller offered to give me a refund, and said that as soon as they received  Its been over a month and I know that they have received it by now, but they will not  answer my emails.  and it has taken so long that now ebay wont help either. I need to talk to someone, not only because I want $125 back, but also because they are just getting away with it!!

The eBay Resolution Centre is at the bottom of this page.

You have 30 days from delivery to open a Not As Described dispute.

The scammer seller suckered you into letting that deadline pass.

 

Too bad for him-- you paid with Paypal.

PP allows 180 days for Dispute.

Did you use a TRACKED  service to return the dress?

The PP Resolution Centre is at the top of your PP account page under Tools.

The first suggestion is to Contact the Seller, but skip that because you have already tried that.

As PP to step in, give them the tracking number, and escalate to a Claim.

You will be refunded.

 

 

The differences between eBay and PP in disputes are:

EBay only allows 30 days from delivery (or last estimated date for delivery).

EBay often makes the seller pay for return shipping. When the tracking shows the disputed item back with the seller, the buyer is refunded.

If the seller refuses to pay for shipping, he loses the dispute and the buyer is refunded. 

Paypal allows 180 from payment for disputes.

PP insists that the buyer pay for tracked return shipping. When the tracking shows the disputed item back with the seller, the buyer is refunded.

If the buyer refuses to return the item, or does not use a tracked service, the seller wins the dispute and the buyer does not get a refund.

 

If you back your PP account with a credit card, you can also contact them about a chargeback. But go to PP first.
