I know alot of people like to rag on the inefficientcy of eBay, especially as it pertains to Canadian buyers. However, compared to a site like Discogs, eBay is a well oiled machine. At least its platform works.
I purchased a CD on Discogs yesterday from a Canadian seller. Fine, went through the process, ordered, invoice sent, took me to Paypal where I paid instantly. All done in a few clicks. However, when it brought me back to Discogs page, the shipping rate that Discogs charged from what I had clicked on had changed from $3.99 to $15.00, plus it had not updated the sale to money received, it had stayed at invoice sent, and would not update no matter what I tried. I shut down, restarted, cleared cache, but it still showed I needed to pay for the disc that PayPal showed I had paid for. I contacted the seller, he responded quickly saying his Paypal account showed the money had been sent, and wondered what was wrong as well. I sent a help message to Discogs, and the seller also sent one. The seller was great and sent me the back the overpayment that Discogs had charged. As of this morning, not a word from Discogs support. The best part, if this stays the way it is, I will get a Did Not Pay black mark from Discogs because according to their platform, I didn't pay for the disc. I could care less now as I will never use Discogs again.
At least with eBay you have someone to contact, with some other platforms, you're just left floating in the breeze.

Glad your seller was cooperative.
I bet they are as frustrated as you are.
BTW- was the seller in the USA? It is possible that the site was using an international /Canada USPS rate for tracked package rather than the letter rate the seller can use domestically. The $3.00 rate sounds like untracked letter while $15 might even be low for the cheapest package rate First Class Tracked Package.

The rates start with the expensive Priority.
Letter rates are not actually legal for shipping goods internationally.
And yes, lots do it.

Discogs will not have the same shipping options as eBay as eBay has an agreement with CP for discounted rates...Discogs most likely will have no such option, so each seller will be using whatever shipping method is beneficial to them.
