Bought an item that shipped May 10, arrived at shipping hub at May12, and no tracking update since. Was supposed to be delivered today, but it didnt arrive. Ebay filed a Item Not Received, but says I have to wait 7 days for the seller to fix it before I get my refund. Sucks but I guess its whatever, the main thing that really sucks is that it was a kind of expensive DSLR, I would buy another one to replace it... but i dont have the money back yet.

The refund process is automated and the messages you get are standard. I don't know if you mentioned "eBay International Shipping" in the description of your issue, but if you did, it may have triggered a slightly different response. Your seller isn't going to get involved in this, but the shipping hub in Illinois might and you might not have to wait a week.
Keep in mind that the "eBay International Shipping" program is currently only available to US sellers and not all US sellers use it, so it might be a bit extreme to swear off international purchases completely.
I've been advising people to try to wait on items shipped through eIS as it's still a fairly new program and seems to be going through a lot of teething pains. That said, I've just put in an offer on a pair of jeans that's shipped through the program, partly because I need the jeans, and partly because I want to get a better sense of what the program is like on the buyer's end at this time.

I understand how you feel.I have three items i'm waiting on.Two of the items have been two weeks already without updated tracking from pitney bowes,the other has been over a week.I have doubts if i will see any of them. $540.00 total.This Ebay international shipping is way worse than the old global shipping program.Yes you may save some money on shipping,but at least you got good tracking and reveived the item.

You won't.
The Global Shipping Program included "import fees" which were used to pay duty and sales taxes.
The eIS /eISD don't, so you will be paying sales tax on any purchase over $40Cdn and duty on any purchase over $150Cdn on arrival.
All these programs are designed to encourage paranoid and xenophobic US sellers to ship internationally. These are people who won't ship to military addresses or to Puerto Rico. And Hawai'i is in Africa, obviously.
The seller is only shipping to the US address and there their responsiblity ends.
Any effect on the buyers is an Unintended Consequence.
