I purchased an item, and paid with PayPal. The payment went through, but the item never arrived.
At eBay’s automated system’s suggestion, I tried to contact the seller, but did not get a response. I tried again, still no response. By the time I finally figured out how to actually call someone from Ebay, they said 30 days has passed and there is nothing they can do.
FACT: Ebay received funds they know are linked to fraud, as say they can not do anything about it.
PS: The amount of time I have spent looking into this is considerable because Ebay’s help interface is really poor. Ebay is gets richer, while providing poor service dealing with a crime. SHAME.

The good news is that you should be able to make a claim through PayPal for a not-received item from up to 180 days from the date of purchase, so as long as you’re still within that timeframe, you should be able to recover your payment.

In future-- and I hope you never have to use this-- you contact the seller ONCE and if you don't get immediate satisfaction move to the Item Not Received dispute.
The links are in the original invoice.
Avoid the phone reps. They are notorious for telling you what you want to hear rather than what you need to hear.
And mostly they want to get you off the phone so they can get a pee break before the next caller.
You are not only covered by PP for 180 days after payment, but also by the chargeback provisions of the credit card you back your PP account with.

For the future.....
When you do not receive an item you can open a claim a day after the estimated delivery date and up to 30 days after that date. There is no need to contact eBay. Go to that order in your purchase history and there will be an option to open the claim. Then if the seller does not respond by the date ebay gives you, ask ebay to step in.
Or, at the top of most pages. Click on help and contact - type in item not received . That should take youu to a page with a link to open a claim.

Fact is that no one can know which of buyer or seller side is the fraud. Fact is also that you had 30-days in rules to do a claim. There is no way to fraud a buyer by not shipping an item, buyers can claim refunds.
