Thank you Ben for offering some clarification to the program.
You wrote "...keep in mind that the GSP does not support returns. In GSP transactions returns have to be worked out between Buyer and Seller, as in a non-GSP transaction."
This raises once again the question asked of eBay.ca last June: How do Canadian buyers recover the taxes they have paid PB on the goods being returned to American sellers?
If they cannot recover the taxes (an easy and normal process for goods imported directly by mail and returned to sellers in the USA) why should Canadian buyers absorb them?
Another question which has been asked often over the last several months: why does Pitney-Bowes, working under contract for eBay, not follow Canadian laws requiring the production of a detailed invoice when taxes are being charged?

That process is followed by all other courriers and forewarders (UPS, Fed-Ex, DHL, etc...). Why doeds eBay allow Pitney-Bowes to break Canadian laws?
On the same subject, why does Pitney Bowes not offer a breakdown of the so-called "import taxes" so buyers see how much is for "duty" (if applicable), how much for GST or HST, how much is for PST (if applicable), how much is for "handling or brokerage fee? That lack of visibility is by far the worse complaint coming from Canadians.

“I’ve had a horrendous experience with eBay and I will not be selling there any more,” Mrs Hickman said.
The story is the usual muddled and biased non specialist journalism and the seller quoted is a fool who is doing the equivalent of closing her bricks and mortar shop because of one case of shoplifting. Bad stuff happens now and again. You factor in a small amount of loss into your business costs.
As it turned out neither person featured suffered any loss.
