. He says he is retired from the Navy. He sucked me in to getting Google Play cards for his cousin who I would also be sending my sale item to in Quebec. Hah. He successfully sent me many emails from "eBay" stating what was needed to send these play cards. First it was $500, then it was $600, and then he wanted a $1000 more. I refused the $1000 and he got made and sent me an email telling me I was going to jail. I GOT SCAMMED.
WHERE DO I REPORT THIS SELLER FRAUD DIRECTLY TO EBAY???

What little you say leads me to believe that the scammer "overpaid" you and asked for his "overpayment" to be returned in gift cards.
Or that he included with a payment , usually from a stolen credit card, a request that you purchase and send the cards to his "cousin".
He didn't want the item, just the cards. And actually all he wanted was the card numbers which can be redeemed anonymously.
You can open a Dispute on the original listing.
Got to-> My eBay-> Selling-> Orders-> Manage All Orders
There is a dropdown list next to the order-> Report Buyer
Use the automated system as much as possible, but avoid the phones.
You should instead use Chat, or FaceBook

The eBay employees who run these are well trained and authorized to act.
Also you will get a transcript so you can compare what you are told to what you think you were told.

YES at least it is in their own words, so you can verify what they are saying.
I have always recorded all conversations I have with eBay (and I tell each one I am recording them, their replies usually are "you cannot do that, without my consent", to which I reply, you are doing it to me, so I can do it to you, so be sure about what you are saying because I am 😉.
I have done this for years, the things they say which are incorrect are astounding. MP anyone...
I had a scammer like this once try to get me to buy "Gift Cards" yeah right!. I have never purchased, or even had any interest in using such nonsense. I actually take the time to select a "gift" it has more meaning than a lazy man's gift card.
And, look at all the scams being conducted on the unsuspecting via the use of them, they should be banned or better controlled.
