I asked before sending offers and bidding on a seller items if he would combine and discount shipping as its possible to do it with those items at no extra cost. He answered that he would and remove additional cost
I sent a few offers / won auction, and request invoice the day after. Seller for no reason splitted the order in 2 invoices to charge an additional shipping cost by creating a single item invoice not combined. It's all the same items and they'll be ship combined there's no reason to do that. I know the cost to ship them too. It's really like he just try to overcharge and add an extra shipping cost to compensate one item i won at low price
What can i do here?
I cannot request cancellation as i'm commited to buy. I decided to pay the combined shipment invoice and leave unpaid the one he tried to add extra cost. Can i reach eBay to not have an unpaid case? Seller lied and did not apply correctly what he told me before i commited. Obviously my offers / bids would have been different knowing he would not discount combined shipping as he said
I contacted him but he's very unprofessional, not cooperative, ignoring explanations, giving me no justification and basically just tell me to pay

Without knowing all the details it is possible that he thought there were only a few items you were asking about combining but you actually got/bought more. Since he did send a combined invoice for some of them it would seem he was aware of your request. Is it possible the other item(s) on second invoice would have put package into different weight/size shipping category? Maybe that is why he sent it separately? I know myself as a seller I've had people ask if I would combine a few items and after I said yes decided to add a few more which put the shipping cost up. If it's within Canada the price might not be as high (in my case I would take the hit for the extra especially if the total value purchased was worth it) but to US or interationally the price increases substantially more at higher weights. Was the seller also in Canada?
As a buyer you are allowed 4 days for payment so maybe you can send "Request Total" to him on the extra item(s) and see what he does. You'll have a few days to see (assuming this just happened). I believe you can still put in a "cancellation request" (using the drop down under your purchases, not a message request) while there is no guarantee he'll oblige you could try. An official "request" may have more clout that just messaging him. Good luck, I hope it works out for you!

Not much more details to add really. I contacted seller, he said he would combine and discount additional items shipping cost. Once i bought and request invoice, he did not respect what he said and added a cost. I had 4 items, he sent an invoice for 3, and an invoice for 1. I suspect he did that because i won one item at low price, to add to selling price. I have knowledge of how those items are shipped and the cost of it. There was no legit reason to add a cost there or to split the order
Question is simple here and situation is clear. What can we do when a seller say something about shipping cost, and once we commit to buy, do not respect it and try to exploit in the invoice? If he do not want to cancel, can we ask eBay to step in to cancel the order, or we must take the unpaid case strike?

Were all four purchased on dotCA or was the fourth bought ondotCOM?
(or vice versa of course.)
We can't combine invoices from different sites.
The actual items can be purchased separately, but packed together in the same box and the shipping combined and/or discounted.
If the size of the package or the weight of the package goes over that for the original rate, the seller may have to change his shipping.
We are not allowed to raise the cost of shipping above what we promised, but we can reduce it.
Was the total more or less than what he promised? Were there numbers in his promise or just a general "yeah, I can do that."?

Unfortunately, there is nothing that you can do if the seller won't cancel as eBay does not have the ability to cancel or to force the seller to change the shipping cost. If you do receive an unpaid item strike you may be able to contact eBay and ask them to remove the strike. This might work best if you contact them on the eBay Facebook account.
You can also report the seller on the following page. https://www.ebay.ca/help/action?topicid=4022 You will still need to contact customer service if you get a strike but the report will go on the sellers record.

Usually, it is up to you the Buyer to request in writing a price (or estimated price) before buying the items for your shipping costs, this also locks the Seller into this amount or approximate amount.
Did you ask for the actual cost or just if they combined shipping and offered discounts?
There really is nothing you can do as you didn't actually agree on a shipping cost.
