"How can shippiing USPS to the Hub and then UPS from the hub to the customer be efficient? Why bother with the hub?"
It's not about "efficiency" for a buyer's benefit and it's not about the "buyer"; it's about the seller's option for a stress-free shipping method..
The EIS and its predecessor,The GSP, is about ease of shipping for the seller and protection for the seller.
this is how it is promoted to USA sellers by eBay:
"you are only logistically responsible for shipping the items safely to the domestic eBay International Shipping hub. Restrictions, customs paperwork and international shipping are done on your behalf."

The efficiency is that all the items for - in this instance- Canada are sent to one hub. The hub then ships pallets or even containers of goods to Canada, much more cheaply than handling each package one at a time separately.
Once in Canada, the receiving hub (apparently in Mississaugua -Canada Post Gateway) further sorts for Canadian destination.
And all the packages for Newfoundland go to StJohn's together and all those for Saskatchewan go to Winnipeg together. And those large shipments get broken down further at those hubs.
Big fleas have little fleas upon their backs to bite 'em/ And little fleas have smaller fleas/ And so on ad infinitem.
Labour cost is a very important part of any service. Any thing that lowers labour costs, even if it looks illogical, is more "efficient" or "economical" when the total cost of providing the service is considered.
Never watch tracking.

Too true.
As a collector of things I sometimes want to buy from everywhere and the price of shipping is just too ridiculous at times. Even in Canada the prices for shipping vary so much - a lot it seems depends on the seller but some prices are just ridiculous and not worth it.
Just the other day I saw shipping within Canada for $35 and that is just too expensive to send an item that weighs less than 100grams.
What's funny is that sometimes buying from overseas is cheaper than ordering within Canada for stuff.
