Hello,
I've ordered 4 copic markers separately but from the same seller. On the tracking of eBay on my browser it says that all the items have been shipped and are coming to my country, but on the eBay app on my iPad, when i look at tracking, it says "refunded to paypal account" but i did not make any refund for that and also if anything went wrong and they hard to refund me, I don't see anything on my paypal account about an eBay refund.
I don't understand it this is a mistake or not.

I’m thinking it’s a random error. But Copic markers may be alcohol-based and if your seller wrote ‘alcohol’ markers as his declaration, you may have trouble importing it.
It’s a problem peculiar to alcohol-based art product. Markers, inks et cetera.

You bought the Thing.
You paid for the Thing.
Your seller shipped the Thing - with tracking.
The tracking shows 'refunded'.
You have not received the Thing.
First, tracking is useless for buyers. It is a Seller Protection against false claims of non-delivery.
Your protection is eBay's Money Back Guarantee.
So forget what the tracking says.
Have you received the Thing?
What is the last date for delivery given to you by eBay?
Has that date passed?
Is the refund in your Paypal account?
If you have passed the delivery deadline and there is no refund in your PP account, go to the Resolution Centre at the bottom of this page and open an Item Not Received dispute.
If the seller cannot prove delivery (not shipping, delivery) you will be refunded.
BTW- it is not the seller's responsibility to know what can or cannot be imported to any given country. That is the responsiblity of the buyer/importer.
And there are things which cannot be imported on a small scale although they can be brought in on a commercial sale, mostly because larger shipments meet handling safety standards that are difficult.
