The cheapest Priority envelope is $23.95
First Class International Parcel is $9.50
Both are Delivery Confirmed which US sellers are required to use to keep their Top Rated Seller status, which gives them lower fees and better visibility, among a few other perks.
For a 99 cent sale, your seller is unlikely to give up Delivery Confirmation.
However, you can BEFORE BUYING ask him if he is willing to use FCIP and direct him to the website above.
He has to choose the Size and Shape icon.

I suspect the OP means "priority shipping shouldn't be an option" and the "priority shipping" they are referring to is the "international priority shipping" offered by the Global Shipping Program.
This is likely one of these cases where the GSP was automatically applied to the listing because the seller couldn't be bothered to calculate and list a shipping rate to Canada.
You can either contact the seller and see if they'll consider relisting the postcard with shipping to Canada, or see if you can get the postcard sent to someone you know in the States and arrange shipping to Canada from there, or else not purchase the postcard.
