No, it is my understanding that if the item is NOT returned you are not entitled to a refund on the taxes,duties,etc.

How was the turntable shipped to you, @bar1187_9? Items sent by mail usually have a form on them (on the back of the CRA notice of assement of taxes and duties) that you can fill out and submit to them for a tax/duty adjustment. It's also available online here:

You might find it trickier to find the supporting documentation that form requires if the item was sent by a carrier that's not the post, however.
For items sent through the post, Canada Post's ten dollar-ish fee for collecting the taxes/duty due isn't usually refunded. I don't know if it's any different for other carriers. You'd have to take that up through the carrier concerned.

You don't get it back, as the item was not RTS.

Are you sure about that? I don’t get why a buyer would still be on the hook for the taxes they had to pay for the item when a refund from the seller means they should have effectively paid nothing for the broken item.

OP is referencing import/customs fees, not the taxes,(OP states getting the refund as per:" got a refund for the item")...but the concern was for "an import and custom fee "...and those are not refundable, if the item is not returned.

I had got a turntable Ebay from the USA. Maybe a bit different as mine was sent with Ebay International Shipping. I had paid all the import/duties at the checkout when I paid. It also got damaged in shipping. So I told the seller and contacted ebay. After sending pictues and details, ebay gave me a full refund including the import/ duties fees, and they did not want the turntable back. Being yours was sent through the post you should be able to get your fees back from Customs, but you will have to fill out all the fourms showing you got refunded, and probably a printed pic showing it was damaged.

Oops. Guess I was thrown by your earlier response which made reference to “taxes, duties, etc.”
