I am a long time top rated seller.
I received an email from an American in North Carolina (we ship to all US addresses, including his), that my ebay auction, has a message on it that I will not ship to his address.
Upon investigation, all my Good Till Cancelled and Auction listings, only give a shipping price to Canadian addresses. Everywhere on the planet is blank, and I assume those potential buyers are also being told I will not ship to them.
I had a similar experience with a batch of 10 auctions about a month ago. Ebay assured me the problem would be fixed by the end of the auctions - it wasn't. I got much lower final auction prices as a result
I then started another batch of 10 day auctions. This time at least one of them was affected. I discovered the affected auction because a potential US bidder wrote to me asking if he could get me to ship to him! He wrote to me in the last 24 hours, so I was unable to cancel the auction. I started the auction at $9.99 and it was still at that price, even though it was a camera that should get lots of interest, and sell for about $80. I phoned ebay, and they acknowledged the problem, but they refused to end the auction. The item ended for just $15.50 - no doubt because ebay had sabotaged the auction by telling all potential international bidders that I would not ship to them. Ebay did tell me this problem would be fixed within a day or two.
I then started another batch of 10 day auctions. When I started them, they seemed to be working. But now its even worse. All my listings are only giving shipping rates to Canadain addresses, and as far as I can tell, all potential international bidders are being told by ebay in bold Red Letters, that I will not ship to them.
Luckily I have enough time to cancel my auctions, which I will do in the morning after talking with ebay.
Hopefully the solution will be to relist on ebay.com
If you have auctions currently in ebay.ca, I encourage you to look and see if anyone outside of Canada is receiving a shipping rate, and/or if they are being told you will not ship to them.

As stated earlier, I have only revised my Auctions to exclude Air Parcel because all others are served by Fixed Price and therefore Add to Cart displays the appropriate postage. I demonstrated this earlier in the thread and then the screenshots disappeared due to a technical error on my part with my account meeting the 1000-image limit for images.
Free domestic shipping is a red herring.

The thing I'm seeing when tracked works internationally, is the displayed rate is substantially higher than counter or ones negotiated rate. Those rates SHOULD be tied directly to ones associated Shippo account. (No idea for Paypal. Have not used since the switch-over.) Having the counter rate show up (as per other messages I've seen here) for customers checking postage rates really doesn't make a lot of sense to me. The closer the displayed rate is to final invoice the more likely the customer will complete their purchase. In my past experience when the calculator was working properly the difference was very close after final packaging/processing to what the customer actually had paid for postage. Small packet international air, when it does display CURRENTLY is accurate/acceptable as of late for my recent shipments. International Air and International Tracked, when they are available, are usually your most reliable options for shipping Internationally. I almost never use International Surface as an option. It involves praying for the package to arrive until it does or sending a replacement/refund if it doesn't.

PS. Since this "situation" kicked in, I have try to quote shipping costs prior to a potential purchase for international orders based on my negotiated rates. Most customers normally attempt requesting a discount as standard bidding procedure. Also, this way there are no surprises after processing for either party.

Calculated domestic shipping. Listing has not been revised to exclude Air Parcel so therefore it shows no postage costs outside Canada. Add to Cart, however, reveals all the postage costs as they should be.
A closer look. This is postage to my USA address as per my USA-based account on ebay.com

Add to Cart shows the appropriate postal options as per buyer address for all my Fixed Price listings.
This is the reason that my first suggested workaround to sellers who rely on Auctions was to revise their listings in order to add a Fixed Price option so that buyers could Add to Cart to get their postage estimate.

Ebay does not read or display your postage costs as per the tiers of savings associated with either your Solutions for Small Business account OR the Shippo discount for ebay sellers. Calculated shipping on ebay.ca is a Canada Post-linked program that displays straight counter rates unless you specifically tell it otherwise via your Seller Preferences.
And the rates for Tracked Packet International changed in some cases dramatically a month ago. Now, there is a big difference between an item weighing 99 grams shipping to UK versus one that is 101 grams whereas the price break in the past was 1 gram to 250 g. If your item weight and dimension is not EXACT in the selling form then it will show perhaps more now than you will pay when you go to buy postage. This is where I would suggest to you the error lays, not in what the Calculator is turning in for postage costs where it is working. All mine are showing exactly what they should show given the less-than-counter-rate discount that I have set on my Seller Preferences and the weight of the item embedded in the listing itself.

I'm not experiencing what you have described with my own listings. Ultimately, I cannot offer you a theory as to the reason it's not working for you. It works for me, and it works for the user who first discovered and suggested it to the rest of us.

Unfortunately this is the issue I have been having since the problem started. Now if the customer pays in advance of me sending a correct accurate invoice, I give a suitable refund for postage over payment. I have not made any modifications to my account, so unsure why this is happening. Also, many sellers are getting all kinds of results. No rhythm or reason. Really all I want is it to work and world peace.
Is that really asking too much?

Let's also remember that Canada Post provides Tracked Packet service to a short list of 31 countries which is the reason many of us opted to add Air Parcel to listings to begin with.
To westcoast/avionantiques, please screenshot what you are seeing for errors with as much detail about the listing as is possible.

As explained it is happening because your preferences are set up to use the retail counter rate without any sort of discount. You can set it up so that a specific percentage is automatically taken off but you cannot set it up so that you always pay exactly what Shippo charges you. The calculator has nothing to do with what you are charged when you print a label as not everyone uses the same methods to do their labels.
You may be noticing more of a difference now as perhaps our discount was increased for international TP when the rates were changed in January. But this isn't related to other problems with the calculator.

In your shipping preferences, exactly what do you have set for percentage from counter rate offered? Please screenshot an answer to the question I am asking, and provide a listing number to which you believe the displayed cost of postage is too high.

This listing also exceeds the volumetric limit for USA Tracked Packet when I plug into the Canada Post Fund a Rate calculator a box of the size to fit it for safe international shipping as well as estimate the overall weight of the package when properly assembled.
What are your exact weight and dimensions in the listing?

11.1 cm isn't very big so its unlikely that the dimensions would be too big. The max for TP is L + W + H has to be less than 90cm. A box that is 25x25x25 would be just 75 cm.
US tracked packet is not working on that particular listing either but if it is 650 gr it would be difficult to keep it under 1kg.
