Is the feedback system "broken"?
I wanted to leave positve feeback for a couple of recent purchases, but eBay won't let me leave any unless I leave feedback about the the Item.
It is like going to movies and not being to rate the film without rating the movie theater. They are related, but not so thightly coupled that you can rate one without the other.
Please consider revising your feedback system.. again..

I agree that requiring a buyers to rate the item that they just bought in order to leave the seller feedback is not a good idea. Rating the sellers service can be done immediately, rating the item itself can often only be done once the item has been used. Feedback and reviews shouldn't be tied together. It will result in even less feedbacks being left.

eBay has made several changes back and forth, but last time I checked, the "rate the item" section with the stars was entirely optional, if present. Of course it is always possible that eBay has changed things back, or the changes apply to certain transactions but not others, or that eBay is testing something with idividual accounts.
If you want to leave feedback for the seller, you must include a feedback comment, though. Confusingly, the feedback comment entry field for some older items is now apparently titled "Tell us what you loved about this item" -- but despite that change, that is the field you use to enter your feedback comment about the transaction that will appear on the seller's feedback page, and is not a product review at all. Newer transactions have apparently changed that to "Tell us what you loved", which is still confusing.

When this requirement shows, you can still just leave feedback for the seller as part of the "product" review. Your comment will (for now at least) show with the Seller's feedback.
My method:
First part of the comment is about the seller, followed by "About the product" section at the end.
What I've seen:
When ebay displays seller feedback (under the new feedback display) if the seller has sold that item before, then feedback for that item will display first. So some comments about the product (and not just about the seller) make sense.
