Why does Ebay ask me to sign in every time I go to another page for ex. My Ebay to Watchlist. I'm asked to sign in twice. This has never happened before. Has something changed?

If you're browsing back and forth between DOTca and DOTcom you'll be asked to signin every time you change sites. We cannot be signed-in to both sites simultaneously. Check your browser's address bar to see if you're being flipped from ebay.ca to ebay.com and back again when this is happening.
Edit. To clarify, the above applies if the areas being accessed require being signed-in such as viewing watchlist or myebay.

I always start off on DOTca since that is where I list from but sometimes it will automatically bring me to DOTcom. It's only been a couple of weeks this has been happening. If I'm on My Summary it recognizes me but on Seller Hub, certain times it asks me to sign in again after only an hour or so.

"We cannot be signed-in to both sites simultaneously."
I am usually signed into both sides at the same time and haven't had a problem with that. But I usually do have more than one page open on the same browser...one for .ca and one for .com.
But lately I am sometimes being asked to sign in again while working various functions on the same site and that's fairly new. For example I may be signed in and looking at order details that I accessed from within a listing but when I then go to access order details through sellers hub on the same site I am asked to sign in again. Neither of those functions are for public view so it's odd that I would be asked to sign in while switching between them. But it isn't something that happens every time.

If you mean you keep multiple "Tabs" open while using a single browser, then yes, I can see where that might prevent a lot of unecessary signins. I honestly don't recall when I last experimented with that, my personal browsing habits often don't work that well with a lot of open tabs. Separate browsers are my preferred option.
My take on the OPs original complaint is that it involved using just a single browser "tab". In that case my user experience has been it's not pssible to jump from a DOTca to a DOTcom secured area and not trigger a signin. I think that's the general rule but after so many years of expecting to be asked for a password at any moment maybe I'm misunderstanding the why part.
