Tariff woes: made in China goods not clearing US customs - returned to sender

Are any other Canadian sellers experiencing  issues with made in China goods being held at at CBP facility in Chicago for 10+ days and/or being returned to sender?

This has started happening with many of our orders (we sell clothing and shoes) sent via Chit Chits Canada Post Tracked and also directly to Canada Post using Canada Post Tracked since early June. 

How do I get this problem in front of the appropriate eyes at Ebay? Reps on the phone don't get it.
I want to avoid excessive Item Not Recieved cases/defects.
